It is prohibited by law in the Netherlands for drivers/riders of motorized vehicles, mopeds and vehicles for people with disabilities to use cell phones in their cars without an aid, such as a headset or car kit. You may not even hold your cell phone in your hand.

This ban does not only apply during actual driving, but also while moving in a traffic jam. It is allowed to use a cell phone while being parked or standing.

Violation of this prohibition carries a EUR 130 fine (minimum). In addition, your cell phone may be confiscated.
